"Single Causation" Syndrome
It seems every time a disaster strikes or something tragic happens the search is on to pinpoint the source of the event. Who or what is responsible for the tragic chain of events.
Everyone's so intent on "preventing anything like this from ever happening again" they become desperate to find "the cause of" said disaster. Their impatience and anxiety for "resolution" leads them to hastily examine conveniently available evidence by which they arrive at a "common sense" and "no-nonsense" conclusion as to what transpired leading up to said tragedy
...by which they "figure out" the primary cause or culprit.
The problem with this common approach is that the reality is anything that happens in the world is always the end result of an incremental culmination of variables which, together, produce given results. Nothing can ever be traced back down to just one source or just one factor.
Everything that happens or exists is an end result of a multitude of causes.
But, when one is adversely affected by unpleasant circumstances or events, the need for either "revenge" or "compensation" is so strong one insists on finding out who or what the "villain" is who's "primarily responsible for" said happenstance. There's always the need to find a "scapegoat" or "fall guy" to use as a proverbial "punching bag" by which the adversely affected can take their anger or frustrations out on.
Tragically, whoever (or whatever) is sacrificed is often only partially at fault for said tragic event.

DeleteAlthough it should be noted that the President's have never really been in full control the U.S. or it's policies. There are a lot of "underground operatives" working behind-the-scenes who are actually the ones responsible for how things end up going for the country.
